Giddings State School is a juvenile detention facility east of Austin serving time with the Texas Youth Commission for a variety of crimes including aggravated assault, sexual assault, car theft to capital murder.

“We realized we were charging kids too much,” he said. “The system was broken. Seventy percent of all cases that were arrested and went through the court were misdemeanors and 30 percent were felonies. Our priorities were off.”
