WASHINGTON — Proponents of formal ethics rules for the Supreme Court are seeking to capitalize on a series of revelations about Dallas billionaire Harlan Crow’s...

The relationship between Crow and Thomas has prompted front-page headlines across the country and raised serious questions about the court’s ethics. It also has provided fodder for late night comedians and was the subject of punch lines Saturday night at the White House Correspondents’ Association annual dinner.

Crow has said he bought Thomas’ mother’s house with the intention of preserving it and eventually converting it into a public museum about the inspiring story of the nation’s second black Supreme Court justice. “Testimony before the Senate Judiciary Committee by the Chief Justice of the United States is exceedingly rare, as one might expect in light of separation of powers concerns and the importance of preserving judicial independence,” Roberts wrote.

The Judicial Conference has developed regulations that govern lower federal courts but those are not binding on the Supreme Court.
