The fact that no Republicans are running means next week's primary is essentially the main election, with the winners all but certain to win again in November and begin their terms in early 2024.

Eight Harrisburg residents are running for three openings on Harrisburg City Council in the primary election on May 16, pledging to tackle issues such as affordable housing, public transit, blight and public safety. All are Democrats; no Republicans are running, which is usually the case in Harrisburg, where a large majority of voters are Democrats. In most primary elections, both Democrats and Republicans run, with the primary serving to select the candidates from each party who will face off in the November general election.

But in this case, with three seats available, the top three vote-getters on May 16 will appear on the ballot in November, with no opponent from the other party. They could still face challenges from write-in candidates. Eligible voters must be registered Democrats as Pennsylvania is a “closed” primary state.
