He was found to have a blood alcohol content of 0.124 percent, according to the records. On Sept. 6, 2021, Officer Juan Torres was at the Methodist Stone Oak Hospital for a wanted persons report. While waiting outside with the prisoner, Torres let the man smoke a cigarette several feet from the hospital’s main entrance — a violation of city ordinances.
