The TCEQ is responsible for making sure thousands of polluting facilities in the state comply with environmental regulations. Texans submit thousands of complaints each year. Complaints cover odors, dust, smoke, wastewater, stormwater, municipal and industrial waste, among many other concerns. When TCEQ investigates a complaint, the agency provides no or minimal advance notice to facilities so as to “replicate the complainant’s experience.” For other investigations, it notifies facilities in advance of its site visit.
