“Given the rise in domestic violence and sexual assault cases during this COVID-19 crisis, where perpetrators are spending significant amount of time at home with their victims, this landmark, transformative legislation is needed now more than ever,” she said.
The final version enhances protections and legal services for survivors of sexual assault and domestic violence, as well as boosts funding for rape prevention programs and rape crisis centers and for police training programs. It also sends millions to local shelters and offers employment and housing assistance to victims of abuse.
“While not perfect, this compromise will extend critical programs for survivors that were left lapsed for far too long,” Cornyn said.The bill includes a separate bipartisan provision pushed by Cornyn that is aimed at tightening access to guns. It would require federal authorities to alert state and local law enforcement within 24 hours when those prohibited from buy guns, including convicted felons, fugitives and domestic abusers, fail a background check while trying to buy one.
The bill also increases services for LGBTQ survivors of domestic violence, sexual assault and stalking and takes steps to crack down on cyber crimes, including establishing a federal civil cause of action for victims to sue those who share intimate images of them without their consent.
